It's important to establish an environment where people are respectful to one another. If you're having problems with a dismissive boor, it's time to speak up. Either approach them privately or file an official complaint. There's no reason anyone should tolerate rude, ungracious behaviour. Even someone who does not have good social skills can learn to be polite. If they continue being rude, call them out in a public place. People will quickly rally to your side. It's time to nip this problem in the bud.
